Louis is a river city maybe that doesn't mean what it used to but the river is still a part of the economy in big and small ways always has been and that brings us to one of the more unusual business ideas that was ever tried here it was just after World War two when a couple of cousins opened a shop on a barge that was moored right about there we would say near the South leg of the arch but back then the address was the foot of Market Street it was called the petty marine Flying Service may cannon Cecil petty makin had flown during the war had to first convince the authorities that they wouldn't be crashing into barges or bridges all the time and they opened for business in june of 1946 right on the levee the steamboats that had built this city were long gone although there were still trains running along the river on the elevated trestle but all the commercial buildings that were part of the old Riverfront economy they'd been cleared away for well nobody knew quite for what yet but there would be a competition to design some kind of riverfront Monument so there was plenty of room on the levee and plenty of opportunity the November 1947 issue of flying magazine had a long article on what it called one of the most important water based airports in the nation the Petty's had several planes some land-based planes that had been fitted with pontoons and this CB sometimes called an amphibian aircar these 8-millimeter movies were taken by a member of a local amateur film club this photograph was snapped by a boy named Bob the summer of nineteen forty eight that was ten years old and of course I was right into cameras at that time just like a normal ten-year-old and airplanes yeah oh yeah my dad is today he's a retired aeronautical engineer and Bob sees lack remembers well the day his dad took him to the riverfront just watch to see planes at me uh-huh and we got really enthused Washington see being the pontoon airplanes take off and dancer you guys want to take a ride I said sure sure ha my dad flew up in the front with the pilot my mom and I were in a back seat which was a lot of room I remember getting in that airplane I thought this is so so different because I'm really getting in a boat these planes were not military surplus they were marketed to returning World War two pilots as personal airplanes in fact many of these flights were demonstration flights for potential buyers sales weren't what the manufacturer hoped but there was a market for the CBS in areas with lots of water and Islands took about a 20-minute ride over st. Louis we got back to the river and we've been a hard splashdown as far as I was concerned yeah because the water just went all over everything I thought oh my god but that was that was fun but of course for the Petty's it was business and the rides were only part of it they ran a taxi service for barge companies flying parts and mechanics out to tow boats that had broken down the magazine article said the air service was flying hunting and fishing expeditions into the Ozarks and in that first year the Petty's had 25 flying students and of course there was the walk of business like the Seas like family as many as 200 people paying for rides every week which is pretty good considering that the only other riverfront attraction at the time was the SS Admiral which Bob snapped a picture of as well of course all of this was going on before the gateway arch was built and before tourism became the real focus of everything down here but even since then a lot of things have come and gone in fact it seems the only thing that hasn't changed we're still working on this river for a thing the city arts river project is underway a big part of it is tying downtown back to the river creating a continuous part from the Old Courthouse over i-70 and unto the arch grounds and when you get to the river you will find a rebuilt Lenore ksullivan Boulevard pedestrian and bicycle friendly and importantly a couple of feet higher than it is now meaning more of this and less of but not the end of this the idea of raising it is that eliminates about eighty-five percent of the high water so it might go over that once a while but it won't be that high that long to come down sooner so actually this tree will be clear much more than it has been in recent years tom dunn knows a lot about this sort of thing he manages the Gateway Arch riverboat cruises Tom Sawyer and Becky Thatcher and the helipad he also used to work for the Admiral so he remembers the days when the levee was lined with all kinds of attractions not just the Admiral but the goldenrod showboat the robert e lee restaurant the floating mcdonalds in the burger king the old USS inaugural minesweeper and in the 1960s mayor cervantes ill-fated santa maria replica which broke away in a storm and sank was brought back left and Burt in fact try to run a floating business on this riverfront and there's a good chance the term ill-fated might someday be applied to you what happened in 1993 we had a major flood and a lot of those boat operations closed after that and so uh some of them going down the river right absolutely we have the inaugural and we had the burger king boat float down river and so that kind of put a halt to everything at that point in time so today when it comes to riverfront attractions were pretty much back where we were in 1948 you can take a cruise or you can take a flight but that could change once the new improved promenade is finished and the Port Authority which controls the levee that approves any barge based businesses doesn't have a master plan for this but we'll be looking at adding new attractions still whatever comes here will be pretty much a seasonal business based on tourism on the weather and on the location I don't care where you are on any river the river always presents a challenge and row you just have to take it as a part of the area in which you work by the way tom dunn who knows a lot about the st. Louis riverfront had never heard of the petty marine Flying Service neither did the folks at the Port Authority it just didn't last very long a couple of years and while there was plenty of coverage when it opened it was called the most promising water-based airport in the nation it's hard to find any mention of its departure it provided only a footnote the ongoing story of the st.
