coming I just want to give you a little bit of a background and then introduce Mitch and then turn it over to the star of today's webinar let me start out by saying that it's it really is an incredibly exciting time for the no-kill movement right now as we are gaining not just no kill shelters but no kill communities across the country and they're being led by shelters that are redefining for us what an animal shelter can be what an animal shelter should be in what an animal shelter is and what I mean by that is we now have shelters open admission Animal Control shelters municipal shelters that are saving in excess of ninety percent of all the animals they're taking in and we also have communities where every shelter in that community is saving over ninety percent of the animals all those animals that are healthy and treatable and that's really what we want in every community all over the country and if we did that we would save about 3.6 million of the four million animals that are going to be killed unfortunately in shelters this year those 3.6 million are not hopelessly ill they are not irremediably suffering and they're not truly vicious dogs and they can and it should be saved now of course we want to save the other four hundred thousand to but initially at least at this time in history the goal that is most Within Reach is saving over ninety percent all the animals were healthy and treatable or who are medically behaviorally savable so that's good news that in fact we're succeeding we're succeeding in California in New York in Utah in Indiana in Kentucky in Michigan and as we're going to hear from our speaker we're also succeeding in Nevada because there are now Nokia communities not just across the country but abroad and the exciting thing the news that we should celebrate and the reason why we should try to replicate what they've done all over the country is because every single community that has achieved no-kill has gotten there in exactly the same way and that is the programs and services that we call the no-kill equation which is a programs model that doesn't matter if the shelter is public or the shelter is a private shelter it doesn't matter if it's implemented by an open admission shelter or what or what some people call a limited mission shelter it just means that every shelter in the community should implement these programs and those programs include things like foster care high volume low and no cost spaying and neutering comprehensive adoption programs socialization programs and behavior rehabilitation programs accountability medical both as prevention and to rehabilitate sick or injured animals working with rescue groups marketing and promotions pet retention programs to help people overcome the medical and behavior and other conditions that cause some of them to give up on their animals Proactive redemptions which our speaker will talk about at length TNR and but I would argue that the most important of them all most more important than than any the other is leadership leadership makes or breaks the life-saving initiative and I want to talk about a little bit about that by looking at some lessons we learn from the state of Utah a few years ago when it engaged in an effort to save a hundred percent of healthy animals in every utah county in every utah shelter they wanted to save all healthy animals in every shelter in utah now some communities did achieve the goal and that is good news and some communities did not and of course that is a tragedy and a preventable tragedy but for the purposes of our discussion and the purposes of the webinar today I want to talk about the conversation I had with the leaders of this initiative before it launched fully before the campaign began I spoke to several of the people involved and I asked them which communities they thought would have trouble with the goals and which communities they thought would actually achieve the stated goal of saving all healthy animals and I asked them to not look at any other factor except leadership and in fact they nailed it the ones they said would succeed in fact succeeded the ones they thought would fail failed and and like I said we talked about it not based on rates of poverty in a particular community not based on what their level of intake was not based on any other factor except who was reminding the shelter individual leaders make or break the life-saving initiative and I would argue to you that the single most important factor about whether a as to whether a community succeeds or fails achieves a save rate in excess of ninety percent or continues to kill healthy and treatable animals is who heads the animal control shelter in a given community and whether that person can imagine a different outcome then the status quo because if all you ever do is all you've ever done then all you'll ever get is all you've ever gotten and sadly and tragically in our movement that means continued killing so if your shelter director or if you as a shelter director can imagine something else besides killing and you give yourself the authority that the permission to do something else what our speaker as you'll hear calls continuous process improvement in other words if you just try the programs and services of the no-kill equation you'll have a very different result and we'd have a very different result for 3.6 million animals across the United States every year our speaker hails from Reno Nevada or Washoe County now here is a community that takes in more animals per capita than most communities in the u.s. it takes in roughly four times the rate of dogs and cats than the city of Los Angeles it takes in five times the rate of animals than San Francisco it takes seven times the rate of animals than New York City and over two times the national average they're taking in roughly 35 animals for every 1,000 human residence and on top of the high intake rate they are a tourism based economy and they have been especially hard hit by the recent economic downturn in fact where many communities are now seeing improvements Nevada still is feeling the effects of that downturn Nevada has the highest unemployment rate in the entire country it has one of the lowest per capita education funding rates it has a very high foreclosure rate and I like Reno and I like Washoe County so Mitch forgive me Washoe County has a city within the county that the hot that has the highest per capita felon rate in the US and a national organization said Reno was the second drunkest city in the nation so if there was ever a community where no-kill could not be achieved according to traditional sheltering Dogma there are people out of work there are people losing their homes they are taking in an inordinate number of animals compared to other communities they have some felons and apparently a good number of them are drunk it's Washoe County there is a community where this program should not work but in fact it is working county wide last year the save rate was 91 % and his Mitch will tell you at his municipal open admission shelter there save rate
