may well make mistakes in the years to come under a new government in terms of the direction that is then set and one of the big risks i think in politics is that new governments are inclined to tear up all of the things done by their predecessors or at least say that they're going to do that in the name of being shown to demonstrate that there are big changes taking place in the introduction to the draft education section of the conservative manifesto it says the standards are falling at the current time and I want to make clear that I disagree with that I think that most of the evidence that there is that we see across the last 10 12 13 years and perhaps further back than that indicates that standards are actually rising in this country but I think that they are rising from quite a low base and they're rising at a different rate in different parts of the country and I particularly like to note the achievements in inner London which some of you may be from because in some parts of it all under the improvement in standards over the last decade has been truly impressive although from quite frankly an absolutely disgraceful level that it was at before that takeoff began and as the Secretary of State did I recognize that success i celebrated i pay tribute to those responsible for it but i think there are two reasons why we have no reason for complacency the first reason is that improvement or not there are still too many young people who are leaving school in this country without the decent education measured by whatever benchmark of standards you like to have fifty that in this time at the beginning of the 21st century there were so many young people falling so far short of a reasonable standard and we also have almost uniquely in this country a disgraceful gap between the life chances and the educational outcomes for rich and poor youngsters and indeed poor youngsters living in different parts of the United Kingdom because that gap porum between poor and poor is even bigger believe it or not the gap between rich and poor between the top 10% of the bottom ten percent I think the other problem if we're honest about it is that although it's likely that there has been an improvement in standards over the last decade or so it is almost impossible to say how much that improvement has been and for many of the reasons that you are aware of that we have incessant change in the exam system we have more teaching to the test we have all the focus of government targets and league tables we have incentives if we're honest to switch from qualifications that are more challenging to those that are easier to get league table points in so comparing today with ten years ago or even 20 years ago is really really difficult we so we have an improvement in standards but also low public confidence in the level of standards as well and that I think is a problem so what are the changes that we should be seeking to make in our view there are three fundamental changes and the first of those is about delivering a system of intelligent accountability to measure what is working in the school system and what is not and that's why we've argued that there should be a completely independent educational standards authority that should be able to make judgments about standards in a way that takes this debate truly out of party politics and says things sometimes that opposition politicians won't like and sometimes things that the government won't like secondly we need to radically transform the accountability mechanism if we're to do the right thing for young people and if we're to be fair to schools that means out with the excessive focus on the CD borderline which distorts priorities it means out must go the incessant mind-numbing teaching to the test that we've ended up with in this country over the last 10 10 or 20 years out must go the crude league tables that measure school performance but do a very bad job of doing so and out must go the incessant Dottie top-down initiatives that we get in this country often from Westminster out also then I use you that it's only the market that will improve education because in our view there has to be a local strategic mechanism for holding schools to account as well once you've got a system of intelligent accountability you can then free up the education system and to me that's the most important aspiration at all of all we've had an era for the last 20 years beyond EDS period in office and the Labor Government's of centralization and standardization in education in this country and although I understand that that was designed to drive improved standards it is also undermined innovation it's distorted priorities and it's desiccated the education that many young people are receiving in this country and so we need some big changes a smaller role for central government much more power passed down to schools and not to a select handful of schools but to all schools out should go an education bill every single year with this perpetual change and in should come an education freedom act to set out the responsibilities of different parts of the system and to limit the powers of central government out also should go the national curriculum and in should come a slim down minimum curriculum entitlement and out should go the present qualifications apartheid and in should come a general diploma in which there's real freedom to mix vocational and academic the last thing I want to talk about is funding we all know that it's going to be a much tougher environment of the next ten years it will be tougher than it has been whether you've got a Labour government a Conservative government or a lib dem government what my party has uniquely done in this election which I'm very proud about that we have prioritized education in public spending above all other priorities and we're the only party that's saying that we will introduce a pupil premium that will bring new money into the education system and will in times of austerity focus it most where it will make the difference most which is on those most disadvantaged youngsters and disadvantaged schools and it will be schools not fit of politicians who will determine how that money is used so that is our vision of the education system additional freedoms additional funding intelligent accountability in exchange for much higher aspirations from all of us involved in education so that when we look back in 10 or 20 years we've got an education system in which not only have standards
